On February 28, 2012 the Office of Management and Budget (OMB) issued an Advance Notice of Proposed Guidance in the Federal Register announcing a major initiative intended to evaluate potential reforms to the policies affecting the management and audit of federal grant and cooperative agreements. Background: OMB's notice involves the 1st step in a two step process that is likely to result in significant changes to the government wide policies in the Circulars that form the basis for uniform regulations that OMB requires individual federal agencies to issue. These agencies include USAID and the Departments of State, Health and Human Services, and Labor and Justice which provide funding for international programs. In this 1st step, OMB is floating numerous reform ideas on which it wishes to obtain stakeholder comments. The ideas cut across the entire spectrum of grant and cooperative agreement performers including state, local and Indian tribal governments, colleges and universities, hospitals and non-profit organizations and across the subjects of cost principles, administrative requirements, and audit policies
